Cod with Fennel

Ingredients

1 small onion
3 cloves garlic
salt and pepper
2 tablespoons tomato paste
1 chopped fennel
1 pound potatoes
2 cups liquid
3 strips orange zest

Instructions

Cover and simmer for 10 minutes
Put the cod on top of the vegetables and season Cover and steam 8-10 minutes
